When Jimmy Carter became president in 1977, American students ranked 8th in the world in math and science, according to a report by the National Center for Education Statistics. The U.S. Department of Education was created by the Department of Education Organization Act, which President Jimmy Carter signed into law on October 17, 1979. According to the most recent Program for International Student Assessment (PISA) rankings from 2018, American students ranked 36th in the world in math and 18th in science.
